Where is a windy place around Portland Oregon that I can go kite Flying?

Maybe not a lot of people around. Nice scenery. It doesnt have to be near Portland Oregon it can be in Hood River or wherever. I’m going with my friend tomorrow but we dont know where it will be windy. Help?
